Results of project on international scientific cooperation jointly with Roscongress presented at 4th Congress of Young Scientists

Experts from the Center for Comprehensive European and International Studies (CCEIS) of the Higher School of Economics presented in the discussion part of the Congress program “Do Scientific Diplomacy Have Boundaries?” an analytical product dedicated to international scientific cooperation. The project is prepared jointly with Roscongress.

The main part of the session was attended by Assistant to the President of the Russian Federation Andrey Fursenko, Special Representative of the President of the Russian Federation for International Cultural Cooperation Mikhail Shvydkoy, Rector of the Moscow Institute of Physics and Technology Dmitry Livanov, Rector of the Moscow State Technical University named after N.E. Bauman Mikhail Gordin, Director of ANO “Center for the Development of Scientific and Educational Initiatives”, co-author of the project “NASHA LABA”, member of the Coordinating Council for Youth Affairs in Scientific and Educational Spheres of the Presidential Council for Science and Education Olga Tarasova, and Associate Professor at the University of Cape Town Moses Basitere.

During the session, the participants discussed the possibilities and prospects for the development of scientific diplomacy, what skills and knowledge can be useful for young scientists involved in scientific diplomacy and international cooperation, as well as the role of Russia in international scientific and technical cooperation. Assistant to the President of the Russian Federation Andrei Fursenko emphasized Russia's readiness to cooperate with all countries, since scientific achievements are of universal value: “As the President of Russia has repeatedly said, we will not build walls for our part, but we will not impose ourselves either. Scientific diplomacy is public work. And every scientist should be an ambassador from science representing the interests of his country”.

Mikhail Shvydkoy, Special Representative of the President of the Russian Federation for International Cultural Cooperation, emphasized the importance of interpersonal relations, both in science and in culture: “It’s important to understand that politics, diplomacy, science, and culture are about interpersonal relations. Where there are interpersonal relationships, a lot is preserved there”.

Rector of the Moscow Institute of Physics and Technology Dmitry Livanov noted that scientists who have achieved success do not need to be taught scientific diplomacy separately, and science has only the highest standards.

Rector of the Moscow State Technical University named after N.E. Bauman Mikhail Gordin emphasized that in the modern world, scientists must remain optimistic, not lock themselves in and rely on this optimism even in the most difficult conditions.

University of Cape Town Associate Professor Moses Basitere singled out the importance of youth international cooperation and the combined efforts of young researchers in the development of scientific diplomacy.

Olga Tarasova shared the results of the application campaign of the National Prize in the field of future technologies “CHALLENGE”. “This year every third application was international," Olga emphasized.

The session was moderated by Elena Eremenko, Vice President of the Challenge Foundation for the Development of Scientific and Cultural Relations. In the session there took part as experts Alexander Safonov, Senior Vice President for Development of the Skolkovo Institute of Science and Technology (Skoltech), Irek Suleimanov, Advisor to the Director for International Cooperation of the Joint Institute for Nuclear Research and Deputy Director of the Center for Comprehensive European and International Studies of the National Research University Higher School of Economics, member of the Commission of the Public Council under Rossotrudnichestvo on international development assistance Yulia Belous. Experts shared the challenges facing scientific diplomacy today and the measures needed to improve its effectiveness.

“To increase the effectiveness of scientific diplomacy, a “seamless”, balanced and comprehensive approach to scientific diplomacy is needed here and now. We tested this thesis in a joint study with Roscongress, we analyzed the practice of scientific diplomacy and international scientific cooperation in10 countries all over the world (including both traditional and growing donors, in particular, China, Brazil, Turkey, USA, France, Great Britain, Germany). In our study we identified cohorts of the support of Russian scientific diplomacy and compiled a matrix of strategies for interacting with the target audience. As a result we have determined what tools can be relied on when working with scientists in other countries,” said Yulia Belous. Kristina Kondakova, an analyst at CCEIS HSE, also participated in the session and asked the speakers about modern tools to support scientific diplomacy that exist within the BRICS.

The IV Congress of Young Scientists is a key event in 2024 within the framework of the Decade of Science and Technology, announced by the Decree of the President of the Russian Federation in order to strengthen the role of science and technology in solving the most important problems of the development of society and the country.

Congress acts as the largest platform for the dialogue of advanced and fundamental science, state power and the real sector of the economy and sets the main vectors of the scientific and technological development of Russia.
